What Is the Article 4 Direction?

Wakefield Council has introduced an Article 4 Direction to control the growth of smaller houses in multiple occupation, also called HMOs. This rule removes permitted development rights. In simple terms, landlords and investors can no longer automatically turn a single dwelling into a shared home for three to six tenants. They now need to apply for planning permission.

This change affects the most common type of shared housing investment: the small HMO. Larger HMOs with seven or more residents already required planning consent. The new rule closes the gap and makes sure smaller conversions also go through the same planning process.

When Will the Direction Start?

Wakefield Council confirmed the Article 4 Direction in April 2025, and it will come into force on 24 October 2025. From that date forward, all new small HMOs in the designated areas must secure planning permission.

Importantly, the Direction does not apply to existing HMOs. If a property operates as a small HMO before the deadline and tenants already live there, it can continue without a new application. However, the conversion must be complete and the property occupied before 24 October 2025.

Which Areas Does It Cover?

The Article 4 Direction targets specific parts of Wakefield where the council wants to keep a healthy mix of housing types. These areas include:
